BOARD OF PEACE AGREEMENT: Up To $400 Million In Hamas Debts Could Be Paid Under 15-Point Deal

Up to $400 million in debts owed by Hamas could be covered under Clause 5 of a 15-point agreement reached between the terror organization, the Board of Peace and mediating countries, according to reports. The provision directs funds to suppliers and contract holders.

A Board of Peace official confirmed the arrangement, stating that payments would go to public-sector employees "who were not paid, or to suppliers and contractors who provided services to the population and are still owed the money." The Board of Peace specified that each claim for payment would be examined individually and that the commitment excludes covering "Hamas corruption, other financial mismanagement connected to its rule in Gaza, or anything related to the organization's record of terrorism and repression."

The Board of Peace is also developing a separate program offering payments to people in Gaza who surrender weapons and commit to abandoning terrorism. The proposal, still being formulated, would provide a weapons "buyback" To those willing to give up arms, renounce violence and accept future supervision. Current estimates indicate surrendering weapons could result in payments of thousands of dollars, along with enrollment in a rehabilitation program under development.

Both President Donald Trump's 20-point framework and the 15-point agreement with Hamas address weapons possession in accordance with Palestinian law, which requires all weapons, including handguns, to be licensed. The collection effort targets primarily Kalashnikov rifles. The Board of Peace expects the weapons-collection initiative to receive international financial backing, particularly from Gulf states.
