Israel has conveyed to the United States that Hamas terrorists involved in the Oct. 7 massacre will not receive immunity from Israeli military action, even under a ceasefire framework, according to Channel 13 News. The message comes amid disagreements over a "15-point document" And the future course of operations against Hamas.

Jerusalem has informed Washington that those who participated in the Oct. 7 attacks remain legitimate targets and will not be shielded from Israeli action despite ongoing diplomatic efforts around the ceasefire.

Prime Minister Binyamin Netanyahu has publicly rejected the 15-point document, stating: "Israel rejects the 15-point document. I heard people saying, 'You never said that.' So let me say it again: Israel rejects the 15-point document. The IDF will not carry out any withdrawal until Hamas is disarmed."

Senior officials on President Donald Trump's Peace Council offered a contrasting view to Ynet, indicating they assess Israel based on ground conduct rather than statements. "We are looking at actions on the ground, less at speeches and declarations," The officials said. "In practice, Israel has stopped the targeted killings and is maintaining the ceasefire."

Israeli officials stressed that the ceasefire does not provide protection to Hamas members responsible for the Oct. 7 massacre. According to the report, Israel has made clear those involved remain subject to military action and will not be protected solely because a ceasefire is in effect.
