A comprehensive new law governing electric bicycles took effect across New Jersey on July 19, 2026, establishing licensing, registration, insurance, and safety requirements for riders.
The legislation sets a minimum operating age of 15 for e-bike use. Riders aged 17 and older may use a valid New Jersey driver's license, while those aged 15 and 16, as well as adults without a valid state driver's license, must obtain a dedicated e-bike or moped license through the New Jersey Motor Vehicle Commission.
All e-bikes must be registered with the MVC. Insurance is required for motorized bicycles, including throttle-powered models and pedal-assist e-bikes capable of speeds between 21 and 28 mph. Pedal-assist e-bikes with a top speed of 20 mph are exempt from the insurance requirement.
Helmet use is now mandatory for all riders regardless of age. The law also restricts motorized bicycles from interstate highways, divided highways, and roads with posted speed limits exceeding 50 mph.
State officials have advised riders to review the new requirements before operating their e-bikes. The New Jersey Motor Vehicle Commission provides registration forms, licensing details, and additional guidance on the regulations.
