Israel has received a commitment from the Peace Council to identify countries willing to accept Gaza residents seeking to study or receive medical treatment abroad, according to a document published by Israel's Kan 11 public broadcaster.
The commitment is understood as a compromise following earlier proposals for broader relocation of Gazans that had lost momentum amid opposition from Arab states.
According to the document, recently submitted to Israel by the Peace Council and the United States, Israel was asked to develop a travel program for Gazan students and help large-scale transfer of Gazan patients abroad for medical care.
The Peace Council's reported commitment to secure host countries for those students and patients could establish a framework for what officials describe as voluntary relocation, though significantly smaller in scope than Israel had initially pursued.
A foreign official involved in negotiations with Hamas told Kan 11 that Egypt, Qatar and Turkey are pressing Hamas to sign the proposed agreement, which includes surrendering its weapons. According to the official, Egypt is applying the strongest pressure among the three mediators.
