Syria and Russia have concluded negotiations spanning 18 months with an agreement addressing the future of Russia's military installations at Hmeimim and Tartous, according to an announcement by Syria's Foreign Ministry.

Syria and Russia have concluded negotiations spanning 18 months with an agreement addressing the future of Russia's military installations at Hmeimim and Tartous, according to an announcement by Syria's Foreign Ministry.

Under the memorandum of understanding, Syria will restructure Russia's coastal presence and take over civilian facilities, including Hmeimim Airport and the fourth commercial pier at Tartous Port. These facilities are slated for gradual transition into civilian administration.

Russian military bases and facilities will be converted into joint training and qualification centers, with operations realigned under a framework designed to serve both nations' interests. The transition is scheduled for completion within three months, after which the new framework governing the Russian presence will become operational.
