US optimistic about 'trajectory' Of Israel-Lebanon talks, State Dept official says

U.S.-mediated talks between Israel and Lebanon held in Rome last week were characterized as "constructive and detailed" By a State Department official, though the discussions faced some reported complications, including a request from Israel's ambassador to the United States to shorten negotiations on the second day.

The August 4-6 meeting marked the seventh round of Israel-Lebanon discussions since negotiations began earlier this year. Talks centered on implementing the Trilateral Framework Agreement signed in Washington on June 26, which calls for the Lebanese Armed Forces to restore state authority in southern Lebanon by disarming Hezbollah and dismantling its military infrastructure, followed by progressive Israeli force withdrawal from Lebanese territory.

The latest round focused on expanding "pilot zones" Where the Lebanese army would assume control after clearing Hezbollah weapons and infrastructure from those areas. Initial pilot-zone operations began July 20 in three southern villages under the Military Coordination Group for Lebanon, a U.S.-led mechanism established to oversee implementation.

A key discussion point involved finalizing implementation details for the pilot zones and other framework components. "The sides finalized the details needed to implement the pilot zones and other aspects of the Trilateral Framework, including shared definitions of verification and clearance," The official stated.

Establishing common definitions for successful handover procedures and verification of clearance operations has presented challenges. The official noted that "the military delegations finalized operating parameters, common maps, and a roadmap to unlock future pilot zones," Adding that "we now have clear definitions and metrics for success."

Discussions also included U.S.-led diplomatic engagement to complement the framework and third-party verification of Lebanese army clearance operations, along with separate bilateral talks addressing reconstruction support.

Israel and Lebanon reportedly agreed on countries for a third-party verification mechanism, with Lebanese sources identifying Italy, Switzerland, Indonesia and the United Kingdom as potential participants.

The political track of negotiations is scheduled to reconvene in Rome in early September, when "Lebanon will present detailed roadmaps for securing new areas as implementation proceeds in the current zones," According to the official.

"We feel good about the trajectory," The official said. "We are not naive about the difficulties" Given Hezbollah's resistance and political pressures in both countries. The official emphasized the process is designed to work through these constraints methodically, stating that "both sides face political constraints; we are working through them methodically because shortcuts produce the same failed outcomes we have seen for decades."
